That changed on September 22, 1862, when President Lincoln issued his Preliminary Emancipation Proclamation, which stated that enslaved people in those states or parts of states still in rebellion as of January 1, 1863, would be declared free. One hundred days later, with the rebellion unabated, President issued the Emancipation Proclamation declaring "that all persons held as slaves" within the rebellious areas "are, and henceforward shall be free."

Because it was a military measure, however, the Emancipation Proclamation was limited in many ways. It applied only to states that had seceded from the Union, leaving slavery untouched in the loyal border states. It also expressly exempted parts of the Confederacy that had already come under Union control. Most important, the freedom it promised depended upon Union military victory.
"That on the first day of January, in the year of our Lord one thousand eight hundred and sixty-three, all persons held as slaves within any State or designated part of a State, the people whereof shall then be in rebellion against the United States, shall be then, thenceforward, and forever free; and the Executive Government of the United States, including the military and naval authority thereof, will recognize and maintain the freedom of such persons, and will do no act or acts to repress such persons, or any of them, in any efforts they may make for their actual freedom.
And by virtue of the power, and for the purpose aforesaid, I do order and declare that all persons held as slaves within said designated States, and parts of States, are, and henceforward shall be free; and that the Executive government of the United States, including the military and naval authorities thereof, will recognize and maintain the freedom of said persons.
After the Louisiana Purchase, English-speaking Anglo- and African-Americans flooded into New Orleans. Partially because of the cultural friction, these newcomers began settling upriver from Canal Street and from the already full French Quarter (Vieux Carre). These settlements extended the city boundaries and created the "uptown" American sector as a district apart from the older Creole "downtown." The influx of black Americans, first as slaves and later as free people, into uptown neighborhoods brought the elements of the blues, spirituals, and rural dances to New Orleans' music.
This rich mix of cultures in New Orleans resulted in considerable cultural exchange. An early example was the city's relatively large and free "Creole of color" community. Creoles of color were people of mixed African and European blood and were often well educated craft and trades people. Creole of color musicians were particularly known for their skill and discipline. Many were educated in France and played in the best orchestras in the city.
A well-known example of early ethnic influences significant to the origins of jazz is the African dance and drumming tradition, which was documented in New Orleans. By the mid-18th century, slaves gathered socially on Sundays at a special market outside the city's rampart. Later, the area became known as Congo Square, famous for its African dances and the preservation of African musical and cultural elements.
The spread of the syphilis across Europe was frequently associated with the invasion of Naples by the French army. However, ever since fewer popular theories have been developed. In 1492 Ferdinand de Aragon and Isabel of Castilla issued the Edict of Expulsion of the Jews, stating that all the individuals of Hebrew origins refusing to convert to Catholicism were to be expulsed from Spain and the rest of its territories. On this occasion, approximately 200.000 Jews have left the country for Northern Africa and Southern Europe. On their way, a part of them temporarily settled at the gates of Rome; they were not allowed in Rome, and in the new Diaspora an outbreak occurred, killing 30000 individuals. Despite all efforts, the disease later identified as syphilis entered the city of Rome. Therefore, some of the chroniclers of the time blamed the Jews for the spread of syphilis in Europe; according to them, the disease was already present on Italian territory before Naples invasion by the French in 1495 [6,12,17,18].

In 2004, it proposed an entirely new East Asia Summit (EAS) framework as a forum for regional security issues.[259] The EAS, which includes ASEAN Plus Three, India, Australia and New Zealand, held its inaugural summit in 2005.[260]
